So i decided to downgrade to windows 7 knowing the consequences, i had my usb 3.0 and wifi drivers on a CD so everything worked fine.

I don't think if there are another way to resolve this issue, just do a rollback into 1809 and reinstall the software driver, attempting that the Nvidea constructor publish new version compatible with Windows 10 1903. Driver version rollbacks are quite common (and not just with regard to SketchUp.) Click on the DDU.exe file and update the utility if prompted by the tool. Next, download the Display Driver Uninstaller Utility and extract the file.
